CASE # 7 <br /> <br />REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF NATIONAL PROPANE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Met-Con Companies has submitted a site plan for the expansion of the National Propane facility <br />at 7411 Hwy. #10 N.W. by the addition of an 864 square foot accessory building. The following <br />items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated December 30, 1998 <br />Draft Planning Commission meeting minutes dated January 5, 1999 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings. <br /> <br />Observations: <br /> <br />The National Propane site currently consists of an 875 square foot office building and a 1,000 <br />square foot accessory building. This proposal is for another 864 square foot accessory building. <br />The proposed accessory building meets all of the applicable building setback requirements. <br /> <br />Lot or building coverage is restricted to 35% of the lot area; the addition of the accessory <br />building will increase the lot coverage to 4.1% which is well within City Code restrictions. <br />Accessory buildings are restricted to 30% of the floor area of the principal building unless <br />otherwise approved by the City Council. The proposed accessory building is 99% of the size of <br />the principal building. Because of the nature of the business, it is logical to expect that there will <br />be more warehouse space required than office space. In addition, there is another accessory <br />building on the site that exceeds the size of the principal building by 125 square feet, which City <br />Council approved in the past. Therefore, Staff is recommending approval of the size of the <br />second accessory building as proposed. <br /> <br />City Code specifies that exterior' wall finishes shall consist of natural or prefabricated brick or <br />stone or pre-cast concrete panels or some other material approved by City Council. The building <br />exterior on the wall facing Hwy. #10 is proposed to be rock face block; the other 3 walls were <br />originally proposed to be pre-finished metal panels but subsequent to the Planning Commission <br />meeting on January 5, the applicant modified the site plan to apply rock face block to all 4 walls. <br /> <br />As expansions to existing businesses occur, the City gains the opportunity to review all site <br />amenities for any upgrades necessary to bring the property into compliance with City Code. <br />Currently, there is an unscreened dumpster behind the office building that the revised site plan <br />proposes to place in a wood enclosure. <br /> <br /> <br />
