TEAM-BUILDING CONSULTANT FOR STAFF AND COUNCIL OF THE CITY
OF RAMSEY
By: Melissa Petrangelo

Background:

The City of Ramsey staffand council attended a team-building, n~ission, and goal-setting
session in 1995. James E. Non,~an, City Administrator, has recommended that this type
of session take place duri';ig February of' 1999. This type of sessie:~ is useful with when
there arc now members on a city council ar, d new staff~ince the last type of session.

A Request for Proposal (RFP) was s~,at out to a list of 12 team-building consultants.
Fi'om this list I received seven proposals. After checkSng fcic'fences ai~d reviewing their
proposvls 1 chose four to interview. I ended up meeting with only three consultants. The
consulttnts I met wi;h included James Lynn from Lynn and Associates, Bill H~dsov.. from
Brassta'~ks Net. work, ~d Carl Neu from Neu and Associate:. M~rsha McK'.anie Davis
d:clined our offer fca an interview.

The 1999 budget has allocated $7,500 for a team.,buildL,.g retreat.

Recommendation:

My recommendation is that we hire Bill Hudson from Brasstacks Network. His proposal
and interview were the most impressive, he has over 20 years of experience, and he was
highly rocommended by other cities and organizations. His proposal involves a multiple
step process that involves two objectives. The first objective is to develop a current
mission statem, .at for the City of Ramsey and start the process of developing clear
department goals that are supportive of and compatible with the mission statement. The
second objective is to team build effective and constructive interactions between the
participants that are involved in the process.

Council Action:

Motion to accept/not accept the staff recommendatiqn.

Reviewed by:

City Administrator

1/22/99
