I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #12 <br /> <br />REPORT FROM PUBLIC WORKS COMMITTEE <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Public Works Committee met on Tuesday, January 19, 1999. A summary of each case is <br />described below. Under Case #4, the issue of the development in Section 28, particularly street <br />syStem and drainage, was discussed at some length. A report on that issue will also be presented <br />here. <br /> <br />Case #1: Update on Trunk Highway #47 STP Project and County Road #116 Projects. <br /> <br />The issue of whether 142"d Avenue and Trunk Highway #47 is to be signalized or not had <br />delayed progress on this project during the fall of 1998. However, the DOT advanced the <br />Environmental Document for publication in the Environmental Quality Board Monitor on <br />December 28, 1998, and the 30 day comment period is to end on January 29, 1999. The Finding <br />of No Significant Impact (FONSI) is expected to be issued in late February. The City will <br />proceed to make offers for the necessary homes which need to be acquired for the project <br />immediately thereafter. The residents have been advised of this progress. <br /> <br />The issue of the signalization of 142na Avenue was discussed at a meeting with A1 Pint of <br />Mn/DOT and Dennis Eyler and Peter Fausch of SRF, Inc., the City's engineering consultants on <br />the project. The outcome of the understanding reached with Mn/DOT is summarized in the <br />attached SRF memo dated January 7, 1999. The understanding identifies a process which <br />acknowledged that a signal will be installed if traffic volumes meet warrants. Volumes will be <br />taken in the summer of 1999, and again in the summer of 2000, if necessary. If warrants are not <br />met during one of these studies, the signal will be deleted from the project plans and <br />specifications. <br /> <br />The City is still awaiting comment on a draft request for proposals for a corridor study which <br />was sent to Anoka County for review of content. <br /> <br />Case #2: <br /> <br />The 1999 Street Maintenance Program. <br /> <br />The Committee discussed the 1999 Street Maintenance Program. Staff advised that new five <br />year projections suggest that the necessary funding of this program need to be increased to an <br />annual level of $500,000. This year's program has a budget of only $380,000. Staff was <br />directed to determine how the increased funding level will impact other Capital Improvement <br />Projects. <br /> <br />The assessment policies associated with the street maintenance program were reviewed. The <br />Committee concluded that no changes in policy should be made at the present time and directed <br />that the Engineer prepare a feasibility study for the 1999 program based on past financing <br />policies. <br /> <br /> <br />
