Voting No: None. <br /> <br />2) Report on Staff Contact with Landowners for City ProPerty Acquisition <br /> <br />City Administrator Norman reported that this case deals with contacting property owners <br />of three sites to ascertain their interest in selling land for City use. The first one dealt <br />with property for a Community Park #5 site. That is detailed further in the next case. <br />The second parcel is the 35 acres east of Central Park to allow expansion for additional <br />active use space and to provide for a wooded picnic area. The Finance Cormmittee asked <br />that a financing plan be brought back for Council review. The third part of this case does <br />not require action - it is for informational purposes only. This deals with the parcels <br />south and southeast of City Hall. Staff contacted the property owners to determine their <br />plans or interest in selling property. The land in combination with the adjoining <br />municipal property could be used for community park space if the other two desired <br />acquisitions were not available. They could be used for a potential conununity center site <br />if combined with the adjoining municipal center holding. They could also provide for <br />street routing through this land to allow access if either of the above two issues occurred, <br />or if some other development transpired using municipal property. Staff learned from <br />Mr. Fisher that he has plans for a town home development. The property immediately <br />south had not considered selling but because of increasing development, he prefen'ed not <br />to sell his back portion but instead is interested in selling his whole lot - house and all. <br />Because of the discussion of expanding C~ty Hal/, we may be able to work something out <br />with Mr. Fisher. The third party contacted was not interested in selling any land. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to <br />accept the recommendation of the Finance Committee and bring back a financing plan for <br />the 35 acres east of Central Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, <br />Beyer and Zimmerman. Voting No: None. <br /> <br />3) Approve Purchase of Community Park #5 <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />direct staff to purchase the land for Community Park #5 with money first fi:om the Apple <br />Ridge park dedication and then, if necessary, using the interest earnings. If it becomes <br />necessary to use something other than the Apple R/dge park dedication and the park trust <br />interest, then staff should bring back a case in 1999 to discuss a financing plan. <br /> <br />Motion carried.
