ORDINANCE #11-_ <br />CITY OF RAMSEY <br />ANOKA COUNTY STATE OF MINNESOTA <br />AN AMENDMENT TO CHAPTER 117 WHICH IS KNOWN AS THE ZONING AND <br />SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. <br />AN ORDINANCE AMENDING SECTION 117-111 (d) "R-1 BULK STANDARDS" OF CHAPTER <br />117 OF THE CITY CODE OF RAMSEY, MINNESOTA. <br />The City of Ramsey ordains: <br />SECTION 1. AMENDMENT <br />Section 117-111 (d) of Ramsey City Code shall be amended as follows: <br />Sec. 117-118. - Town ContorThe COR District. <br />(a) Intent. The primary intent of the Town CcntcrCOR District is to create a focal point in the <br />community that embodies the principles of transit -oriented and mixed -use development. The Town <br />CeCOR District envisions a distinctly different development pattern, with a more urban <br />structure of streets and blocks, than the suburban and rural patterns that have shaped the community <br />to date. The Ram3cy Town CcntcrCOR area is comprised of a number of distinct subdistricts <br />intended to define the type and intensity of uses, location of amenities and overall character of <br />development. The Town CcntcrCOR District incorporates the Ram3cy Town CcntcrCOR Master <br />Plan and Development Guidelines by reference to provide necessary building and site design <br />features that are essential to a pedestrian environment. Any reference to Ramsey Town Center or <br />Town Center shall be interpreted to mean the same as The COR. <br />(b) <br />Town ccntcrThe COR subdistrict definition. The Town ContorCOR District consists of five <br />subdistricts that define the type and intensity of land use. <br />(1) CORTC 1 Mixed -Use Core Subdistrict. The mixed -use core is intended to provide a mix of <br />residential, retail, service, professional, community service, recreational and similar uses <br />on every block near, and within easy walking distance of the transit station. The broadest <br />variety and highest intensity of uses, including high density housing and lodging facilities, <br />are encouraged near the station. Vertically -integrated mixed use projects with retail, <br />restaurant and service uses, especially at corner locations, are strongly encouraged. This <br />district incorporates the highest architectural and design standards to encourage pedestrian <br />mobility and street activity. The majority of the uses within this district will rely on parking <br />structures to accommodate the parking needs of customers and employees. In order to <br />contribute to an active pedestrian environment, each block within the TCCOR-1 subdistrict <br />shall include at least two of the following uses: commercial, office, civic and/or residential <br />use. <br />(2) TCCOR-2(COR-2) Commercial Subdistrict. The TCCOR-2 Commercial Subdistrict is <br />designated to provide a location for retail commercial that has building and/or site designs <br />inconsistent with the TCCOR-1 Subdistrict, including larger scale retail and other <br />auto -oriented commercial uses. Such uses tend to benefit from direct highway access and <br />good visibility, and may have market areas that extend beyond the community.
