CC Work Session <br />Date: 04/26/2011 <br />By: Colleen Lasher <br />Administrative Services <br />Information <br />Title: <br />Discussion Regarding the City's Policy on Employee Probationary Periods <br />Background: <br />At the City Council worksession of April 19, 2001, staff was directed to place a case on the next City Council <br />worksession agenda regarding the City's policy on employee probationary periods. <br />Per the City's Personnel Policy, every regular city employee is subject to a probationary period. The length of <br />probation varies depending on the type of position. All department heads, patrol officers, and paid -on -call <br />firefighters are subject to a 1 -year probation; all other regular city employees are subject to a 6 -month probation. <br />The process, per the Personnel Policy, includes the following steps: <br />1) The employee signs an offer letter which specifies the length of the probationary period <br />2) Just prior to the scheduled end of probation the employee receives a performance evaluation <br />3) The City Administrator makes a recommendation to the Personnel Committee <br />4) The City Council acts on the recommendation of the Personnel Committee <br />The section of the Personnel Policy that pertains to this issue is below: <br />Notification: <br />None required. <br />Observations: <br />Personnel Policy <br />Section 4.8 - Probation <br />Item #: 2. 2. <br />Every original appointment and every promotional appointment is subject to a probationary period of six (6) <br />months except for patrol officers and department heads who have a one -year probationary period. During the <br />probationary period a probationary employee may be terminated at the sole discretion of the employer. <br />Employees may use sick and vacation leave during their probationary period at the discretion of the department <br />head. <br />If terminated, the employee shall be notified in writing of the reasons for the termination and shall have the right, if <br />requested, to appeal to City Council. If such employee is a veteran, the procedure prescribed in Minnesota Statutes <br />shall be followed. <br />Immediately prior to the expiration of the probationary period, the City Administrator shall recommend to the City <br />Council in writing whether or not the services of the employee have been satisfactory and whether or not <br />
