and selection for a Public Works Maintenance Worker position in November 1998, the
opening was posted internally, then advertised externally. Applications were rated
independently by the Administrative Services Manager and the two Public Works
supervisors to produce an interview list. Six applicants were invited to interview on
November 3, 1998. On the basis of the applications and interviews, the interview panel
ranked the applicants and recommended hiring the applicant at the top of the list. The
interview panel now recommends that Jeremy Anderson, the second ranked person on the
list, be hired to fill the new position, contingent upon successful completion of driving
record check, reference checks, criminal background check and physical examination.
With approval, Mr. Anderson would start on January 4, 1999. His salary would be the
starting step of the 1999 compensation plan, $24,066 annually.

Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend that
City Council authorize hiring Jeremy Anderson as a Public Works Maintenance Worker,
effective on or after January 4, 1999, at an annual salary of $24,066, contingent upon
successful completion of background checks and physical examination.

Motion carried. Voting Yes: Mayor Gamec and Councilmember Beyer. Voting No:
None.

Case#5: Public Works Director's Performance Appraisal and End of
Probationary Period

City Administrator Norman stated that Mr. Kapler has completed his first year as
Director of Public Works/Fire Chief. Based on the direct observation, as well as
feedback from others, Mr. Norman believed that Mr. Kapler has successfully completed
his probationary period and should be retained in the position of Director of Public
Works/Fire Chief.

Mayor Gamec stated that he has turned a lot of complaints over to Mr. Kapler and that he
(Gamec) has received favorable comments back from the residents. He stated that Mr.
Kapler is very diplomatic and does an excellent job.

Councilmember Beyer commented that Mr. Kapler is a pleasure to work with and that he
has done an outstanding job.

Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend that
Council adopt the resolution ending the one-year probationary period for Director of
Public Works/Fire Chief Dean Kapler.

Motion carried. Voting Yes: Mayor Gamec and Councilmember Beyer. Voting No:
none.

Personnel Committee/December 15, 1998
