Ramsey City Engineer 15153 Nowthen Boulevard Ramsey, MN 53303 Reconstruction of Trunk Highway 47 Environmental Assessment Dear Mr. Jankowski: tn accordance with our responsibilities under the National Environmental Policy Act (NEPA) and Section 309 of the Clean Air Act, we have reviewed the Environmental Assessment (EA) report for Trunk Highway 47 (TH 47) located within the City of Ramsey, Minnesota. The proposed action involves the reconstruction of TH 47 from approximately 200 meters south of 142nd Avenue to approximately 225 meters north of 153rd Avenue. Improvements include upgrading TH 47 from a two-lane rural highway to a two-lane divided rural section with a raised median and turn lanes at major intersections. The project will also include the extension of existing Sunwood Drive east to connect with TH 47. The EA documents the need for the project well and provides a detailed evaluation of three alternatives and potential environmental impacts. We note that the proposed action will address the following four major concerns: Forecasted traffic volumes, geometric concerns, safety, and pavement limitations. We agree that wetland mitigation at a ratio of2:1 is suitable in this case for the replacement of a'tota! of 0.53 acres to be lost during the reconstruction activities.
