We note that, relative to the areas of wetland impacts and water quality, there is insufficient <br />information presented in the EAW/EA document to determine whether the project has the potential for <br />significant environmental impacts. Unless this information can be provided, an Environmental Impact <br />Statement (EIS) may be required. Moreover, the proposal appears to be inconsistent with some of this <br />agency's requirements and permits regarding Wetland, water quality, and stormwater. <br /> <br />EA Item III A 2 Traffic (Questions about traffic and air quality should be addressed to Mary Hoffman- <br />Lynn at 651/297-2331) <br /> <br />The projected traffic volumes for the proposed reconstruction project are not expected to <br />increase average daily traffic (ADT) volume by 10,000 vehicles per day (vpd) within ten years of <br />completion of the project, therefore, no Indirect Source Permit (ISP) is required for the project. <br />The projected ADT volumes for the year 2008 are forecast at 20,100 vpd, and 25,500 vpd for the <br />year 2020, which compares with 1998 ADT volumes of 16,600 vpd. <br /> <br />The level of service (LOS) capacity analysis conducted at four major intersections in the project <br />corridor using peak hour traffic volumes resulted in a LOS D or better during the a.m. and p.m. <br />peak hour conditions at all intersections for the analysis year 2008. The MPCA staff notes that <br />the capacity analysis assumes the roadway geometries and installation of traffic signals at all <br />four intersections. The MPCA staff also notes the capacity analysis indicates a LOS F during the <br />peak hour conditions at several intersections for the analysis year 2020, and that no additional <br />improvements are planned at this time for the year 2020 since TH 47 is designated'by MnDOT <br />as a preservation roadway. <br /> <br />EA Item III B 2. Economic Impacts (Questions about wetlands impacts and the MPCA's 401 <br /> Certification requirements should be addressed to Larry Zdon at 651/297-8219) <br /> <br />The Item discusses the potential fOr development and redevelopment of adjacent areas as may be <br />generated by this project. The potential for the secondary environmental impacts of these <br />potential developments and particular as they relate to impacting wetlands, should have been <br />discussed in the EA in order to assess the need for further environmental review or finding of no <br />significant impact on this action. This issue should be addressed in the submission to the MPCA <br />of materials for the Section 401 Certification. of the Se, ction 404 Permit. <br /> <br />520 Lafayette Rd.
