That the Applicant has submitted a Comprehensive Plan Amendment to change the land <br />use designation in the Comprehensive Plan from low density residential to medium density <br />residential. <br /> <br />That the Applicant has submitted a proposed preliminary plat entitled Alpine Acres 2nd <br />Addition, prepared by Hakanson Anderson and dated May 5, 2003, revised May 23, 2003, <br />that proposes to develop that area identified as Lots 1 through 6, Block 1 with six (6) <br />townhome units. <br /> <br />That during the course of the June 5, 2003 Planning Commission, the Applicant agreed to <br />revise the plan to limit the number of townhouse units to four (4) in the area identified as <br />Block 1 in the proposed preliminary plat of Alpine Acres 2nd Addition, which is equal to <br />the number of single family homes that would have been allowed on the Subject Property if <br />the R-1 Residential zoning had been retained. <br /> <br />10. That the proposed zoning amendment will not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br />11. That the proposed zoning amendment will not change the essential character of the area. <br /> <br />12. That the existing road infrastructure will be capable of accommodating, in a safe manner, <br /> the additional traffic to be generated by the rezoned property. <br /> <br />l 3.
