The majority of the Council was in agreement. <br /> <br />Mayor Gamec stated one of the things they will have to consider is the Happy Days event that is <br />being held on City premises. <br /> <br />Councilmember Cook stated that he was concerned that they would be placing park employees in <br />a bad situation because people would know that they were not permitted to carry firearms. <br /> <br />City Administrator Norman stated that he would prefer to have a policy that prevented employees <br />from carrying firearms. <br /> <br />Captain Dwyer noted that the Council has to be aware that if the City posts no firearms signs at <br />City buildings the Police Department will not be able to enforce it. <br /> <br />Consensus of the City Council was to direct staff to bring forward proposed language to the City <br />Council meeting. <br /> <br />Councilmember Strommen requested that staff research if Ramsey County or Hennepin County <br />has had any challenges to their signs they have posted. <br /> <br />2) Chapter 9 Multi-Family Residential Development Standards <br /> <br />Assistant Community Development Director Trudgeon stated that during recent discussions <br />about multi-family developments, the City Council brought forward issues regarding the design, <br />location, and density of the proposed developments. It was decided that at a future work session, <br />the City Council would review the current regulations and direct staff to make any necessary <br />changes to City Code. Staff presented the current regulations regarding residential development <br />that were adopted in June 2002, for their review. It was also noted that the Ramsey Housing <br />Committee would be looking at strengthening design standards for residential developments at <br />their August 21 st meeting. <br /> <br />Councilmember Kurak stated that, currently R-2 allows for seven units per acre and she would <br />recommend reducing the number of units to 5 or 6 units per acre and then give the developer <br />credit for green space. She also felt that setbacks should be different from highways, county <br />roads, collector roads, and city streets. <br /> <br />Assistant Community Development Director Trudgeon provided a brief review as to why the <br />noise walls along T.H. #47 constructed. <br /> <br />Councilmember Elvig inquired if landscaping would provide the same buffering as fencing. <br /> <br />Assistant Community Development Director Trudgeon replied not to the same extent. <br /> <br />Councilmember Elvig stated that he liked the idea of reducing the R-2 developments to six units <br />per acre. <br /> <br />City Council Work Session/July 29, 2003 <br /> Page 5 of 13 <br /> <br /> <br />
