Mr. Leary indicated he does not think they are trying to kill anyone, and Mn/Dot will have to <br />approve the plans. He stated the Colby's have had access to the property for years and it has not <br />killed anyone, and it is right next to a State access, and someone obviously thought that out. <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Shepherd to close the public <br />hearing at 8:37 p.m. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Brauer, Shepherd, <br />and Watson. Voting No: None. Absent: Chairperson Nixt, Commissioner Van Scoy. <br /> <br />Discussion <br />Commissioner Brauer stated he thinks they should approve the Comprehensive Plan <br />Amendment. He thinks there was a mistake making it all residential and he thinks they should <br />fix it. <br /> <br />Motion by Commissioner Brauer, seconded by Chairperson Johnson to recommend that the City <br />Council adopt a resolution approving the change from Low Density Residential to Places to Shop <br />for properties located on Highway 10. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Brauer, Shepherd, <br />and Watson. Voting No: None. Absent: Chairperson Nixt, Commissioners Reeve and Van <br />Scoy. <br /> <br />Chairperson Johnson stated this has been residential for a number of years in the Comprehensive <br />Plan, which has had a tremendous amount of attention in this city. He indicated the City Council <br />has looked at it and thought the top part should be Places to Shop. It may give them the <br />opportunity to have an access road and help the residential portion. <br /> <br />Commissioner Watson asked if what Mr. Leary is proposing could be done on a PUD, because he <br />thinks it is a feasible option. <br /> <br />Assistant Community Development Director Trudgeon indicated it could, and because of the <br />restrictions on the river it would have to be a PUD. <br /> <br />Commissioner Brauer stated he does not think they should make their decision on what Mr. <br />Leary is proposing. <br /> <br />Commissioner Watson stated he agrees, but he wanted to be sure Mr. Leary could go through the <br />process. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Brauer, Shepherd, <br />and Watson. Voting No: None.
