Absent: Chairperson Nixt, Commissioner Van Scoy. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />l) City Council regular meeting minutes dated June 24, 2003 <br />2) City Council regular meeting minutes dated July 8, 2003 <br /> <br />Acting Chairperson Johnson noted the City Council minutes. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for an Interim Use Permit to Allow for an Unimproved Parking Lot, <br />Outdoor Storage, and the Use of an Existing Building for Educational <br />Purposes; Case of Anoka Technical College <br /> <br />Presentation <br />Assistant Community Development Director Trudgeon advised that Anoka Technical College <br />has submitted an application for an Interim Use Permit to allow for an unimproved parking lot to <br />be used as overflow parking, outdoor storage of vehicles, and the use of an existing building for <br />education purposes on the former ICO gas station property on Highway 10. He indicated the <br />property itself is located on the north side of Highway 10 at the Anoka-Ramsey border. <br /> <br />Assistant Community Development Director Trudgeon explained the College has negotiated a <br />lease with an option to purchase the parcel from Inter City Oil Company, Inc. The College is <br />planning on purchasing the property and making improvements to the site once it receives <br />funding from the State of Minnesota in the next budget biennium. He reiterated the applicant is <br />asking for an Interim Use Permit for three purposes; to use the existing land as an unimproved <br />parking lot, to have outdoor storage, and to use an existing building for educational purposes. He <br />noted in 2001 the City granted the College a similar permit, which has now expired. He <br />indicated staff noticed during that two-year period the lot was seldom used, but the College feels <br />it is important to have it available. He stated that given the low usage, staff is receptive to re- <br />issue this interim use permit. <br /> <br />Assistant Community Development Director Trudgeon noted that in the long term, the current <br />access to Highway 10 should be closed, but given the sporadic use, staff feels it can be used 'as <br />is' in the interim. He further advised the common lot line with the property to the west has no <br />distinguishable separation and it may be fairly common for users of the ICO property to cut <br /> <br />Planning Commission/August 7, 2003 <br /> Page 2 of 19 <br /> <br /> <br />
