across the property line and use the adjacent property's access to Highway 10. Once final
improvements are made to the site, a split rail fence or similar type of attractive barrier should be
put on the west property line to discourage trespassing onto the adjacent property in trying to
access Highway 10. He also noted that the former ICO property is located in the City of Ramsey,
while the rest of the Anoka Technical College's campus is located in Anoka. Any incidents on
the subject property that will need public safety services (police and fire) will need to be routed
through the City of Ramsey Police and Fire Departments.

Chairperson Johnson noted that if someone from the College location calls 911, they are not
responsible for who is contacted.

Assistant Community Development Director Trudgeon agreed, but indicated they wanted to
make that statement for the record.

Assistant Community Development Director Trudgeon further advised the property previously
had vehicles, storage tanks and other debris stored on the property. Recently, the College has
cleaned up the property and has removed the storage tanks and many vehicles. He indicated the
College would like to continue to store some vehicles that can be used by the fire fighter program
for training purposes. He noted this is acceptable to staff with the following conditions:
A minimum of six-foot high screening should be in place on all four sides of the storage
area. The fence design and material will need to be approved by the City of Ramsey.
· No more than 10 vehicles will be allowed to be stored within the storage area. No other
equipment or material shall be stored in the outdoor storage area.
· The existing pole building may be used for storage as long as the building maintains
compliance with the state building and fire codes. Staff will be visiting the site to inspect
this building to ensure that it is compliant with all applicable codes.

Assistant Community Development Director Trudgeon explained the College was looking to use
the building for plumbing classes, but it does not look like that is feasible at this time. He
indicated again this is a three-tiered interim use permit, and the College is hoping for funding to
purchase the building before the permit is up.

Public Hearing
Dave Jeffrey, representing Anoka
questions from the Commission.

Technical College, indicated he was available to answer

Chairperson Johnson asked if he had reviewed the conditions set by staff.

Mr. Jeffrey stated he has. He indicated he worked with staff over the last few months on the
conditions. He noted they were excited about the property and the various uses. He noted he is
concerned about blocking the access in the long term, but for the interim use permit this is not a
concern.

Planning Commission/August 7, 2003
