David Jeffrey, Anoka-Hennepin Technical College, replied that it was possible that they could do
that, but the trailers do come and go on a daily basis. He stated that he would talk with members
of the Fire program to see if it was feasible.

Councilmember Kurak inquired if the temporary structure blocking the access to the neighboring
businesses could be done prior to the school owning the property.

Mr. Jeffrey replied that they do not have a problem with students parking on the adjacent
properties and if they did block that access it would restrict the access for the businesses to the
west.

Councilmember Elvig inquired if there currently was a division between the ICO property and
school property or could vehicles access between the two properties.

Mr. Jeffrey replied that there is currently one access between the two properties.

Councilmember Elvig inquired if it would make sense to place a barrier between the two
properties to try and limit the access onto Highway #10.

Mr. Jeffrey replied that he thought they would create more of a hazard by forcing students back
onto Highway #10 to access the overflow parking area.

Councilmember Kurak stated that it was very important to her to move the fire equipment
vehicles away from the highway.

Mr. Jeffrey replied that he would be happy to look at that possibility.

Motion by Councilmember Kurak, seconded by Councilmember Cook, to adopt Resolution #03-
08-221 adopting Findings of Fact #0647 relating to a request from Anoka Technical College for
an interim use permit to use the existing land as an unimproved parking lot, to have outdoor
storage, and to use an existing building for educational purposes.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, Pearson,
Strommen, and Zimmerman.
