Mayor Gamec stated that he does not want to create a situation where the accessory structure <br />ends up allowing the property owner to bring more stuff onto the property. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to adopt Resolution #03- <br />08-219 adopting Findings of Fact #0646 relating to Michael St. Hilaire's request for a conditional <br />use permit to exceed accessory building size requirements on the property at 6251 169th Lane <br />NW. <br /> <br />Motiou carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to approve Michael St. <br />Hilaire's request to exceed accessory building size restrictions based on the findings of fact, and <br />adopting Resolution #03-08-220 declaring terms of same. <br /> <br />Further discussion: Mayor Gamec inquired if the City could restrict any additional items from <br />being stored on the property. Community Development Director Frolik explained that the <br />Planning Commission had the same discussion and they felt that if City Code allows things to be <br />parked outdoors they did not know how they could restrict it. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for an Interim Use Permit to Allow for an Unimproved Parking Lot, <br />Outdoor Storage, and the Use of an Existing Building for Educational <br />Purposes; Case of Anoka Technical College <br /> <br />Community Development Director Frolik stated that Anoka Technical College has submitted an <br />application for an Interim Use Permit to allow for an unimproved parking lot to be used as <br />overflow parking, outdoor storage of vehicles, and the use of an existing building for education <br />purposes on the former ICO gas station property on Highway #10. The property itself is located <br />on the north side of Highway 10 at the Anoka-Ramsey border. The College is planning on <br />purchasing the property and making improvements to the site once it receives funding from the <br />State of Minnesota in the next budget biennium. The property currently has a direct access to <br />Hwy. 10 that serves as right-in, right-out for the property. There is also an unimproved <br />connection from the property to the Anoka Technical College parking lot. The Planning <br />Commission, at their August 7, 2003 meeting, recommended approval of the IUP subject to the <br />conditions outlined in the Interim Use Permit. <br /> <br />Councilmember Kurak stated that currently the school is storing the simulated burn trailer next to <br />the highway and she inquired if it would be possible to place the equipment behind the building <br />because they are "eye catching." <br /> <br />City Council/August 26, 2003 <br /> Page 11 of 25 <br /> <br /> <br />
