Further discussion: Community Development Director Frolik noted that the issue would have to <br />go to the Planning Commission for a public heating. Councilmember Elvig expressed concern <br />about using the mixed use zoning too much along the fiver. Councilmember Kurak replied that <br />she was proposing that the area along the river would be low density residential and the area <br />along the highway would be mixed use. Councilmember Cook thought that the entire area <br />should be mixed use. Community Development Director Frolik stated that all mixed uses have <br />to be processed as a planned unit development and she did not think that it would be possible to <br />do that with only the area along Highway #10. Councilmember Kurak inquired if staff felt that it <br />was better to have the entire area designated as mixed use. Community Development Director <br />Frolik replied that it would provide for more opportunities. Councilmember Strommen <br />suggested that they discuss this property further at a work session. Councilmember Kurak <br />inquired as to what impact that would have on the proposed development. Mike Leary, <br />Northwest Commercial Realty, representing Dennis Colby, stated that they were okay with the <br />timeframe. He noted that a mixed-use designation would work well with their development. <br /> <br />Motion was withdrawn. <br /> <br />Mayor Gamec requested that the landowners be notified of the work session. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to table action for further <br />discussion at a work session. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #13: <br /> <br />Request for Comprehensive Plan Amendment; Rivlyn Avenue Case of City <br />of Ramsey <br /> <br />Assistant Community Development Director Trudgeon stated that the Ramsey City Council <br />approved several amendments to the 2001 Ramsey Comprehensive Plan in February, 2002. One <br />of the amendments changed the land use designation for properties that are located south of <br />Highway #1.0 from 'Places to Shop' and Low Density Residential to Places to Work. At the May <br />1, 2003 Planning Commission meeting, City Staff brought forward the rezoning of these <br />properties to the new Employment (Industrial) District in compliance with the adopted <br />Comprehensive Plan. At the May 1, 2003 Public Heating, several residents of Rivlyn Avenue <br />brought forward their concerns regarding the zoning change of their property to an Employment <br />Zoning designation since among other things, it would make their single-family homes non- <br />conforming uses. The Planning Commission tabled action to the June 5, 2003 Planning <br />Commission meeting while staff re-notified the neighborhood about the pending action. At the <br />June meeting, the residents presented a petition opposing the rezoning and requested that the City <br />bring forward a Comprehensive Plan Amendment to change their single-family homes back to <br />the Low Density Residential designation. The Planning Commission directed staff to forward <br />the petition to the City Council and tabled action on the rezoning to E-1 Employment District. <br />The City Council reviewed the citizen petition at their June 10, 2003 work session.
