Voting No: None. <br /> <br />The public hearing closed at 7:17 p.m. <br /> <br />Council Action <br /> <br />The regular meeting of the City Council was called back to order at 7:17 p.m. <br /> <br />Councilmember Elvig stated that $94,000 seemed to be a large amount of subsidy for such a <br />small building. <br /> <br />Economic Development Consultant Mulrooney explained that the reason for the amount relates <br />to the site itself. It is a very difficult lot to develop because a majority of it is wetland. It is for <br />that reason the amount of subsidy is higher per square foot. In addition, this project will be more <br />of an office space than a warehouse, which increases the cost of the building. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to authorize business <br />subsidy agreement with Rum River Dental Creations, LLC. and to authorize execution of a <br />development agreement with Rum River Dental Creations, LLC, contingent upon review by the <br />City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Pearson, Cook, Kurak, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case#4: Receive Petition Opposing Improvement Project #02-21, 151st, 152no, <br /> Flourine Sewer and Water Extension <br /> <br />Assistant Director of Public Works Olson stated that on August 21, 2003, the City of Ramsey <br />received a petition opposing Improvement Project 02-21, 151st Avenue, 152no Avenue NW and <br />Fluorine Street Sewer, Water and Street Construction Project. This petition was signed by well <br />over 50% of the affected property owners. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to receive the <br />petition opposing the proposed Improvement Project #02-21. <br /> <br />Further discussion: Councilmember Kurak inquired as to what the process would be to bring <br />another project forward. City Attorney Goodrich explained that the exact project cannot be <br />discussed for one year, but staff could bring back a new project for consideration with different <br />components. Assistant Director of Public Works Olson stated that he has had a number of <br />discussions with some of the residents who signed the petition and he has let them know if they <br />want their name removed from the petition they can do so in writing and that they can also <br />counter petition the opposition but they have to have more signatures than the current petition. <br />Councilmember Kurak stated that it is very important that the residents understand their options. <br />City Attorney Goodrich explained that time has passed for a person to have their name <br /> <br />City Council/August 26, 2003 <br /> Page 8 of 25 <br /> <br /> <br />
