Norman, City Administrator

Background:

During the spring of 1998, the City Council authorized staff to negotiate for the purchase
of 149.11 acres of land just west of Ramsey Boulevard and north of Highway #10 for
industrial purposes. Negotiations continued through the summer and fall months and
involved several meetings. The City's original offer was $10,000 per acre, or
$1,491,000, to which the property owners (BMA Associates) countered with $3 million
dollars for the entire parcel. The City made an alternate counter offer of $11,000 per
acre, which amounted to $1,640,210, to which the property owners would not accept,
stating that they would not be willing to lower their price to more than $3 million dollars.

The EDA recommended during their meeting of January 12, 1999, that City Council
begin condemnation for the property-while continuing negotiations with the property
owners. The City Council, at their January 12, 1999 meeting, directed the City Attorney
to take whatever steps necessary for condemnation. The City Attorney has completed a
resolution for Council consideration/action.

Council Action:

Motion to adopt Resolution #99-02-XXX to authorize the City Attorney to proceed with
condemnation of the 149.11 acre industrial park property located west of Ramsey
Boulevard and north of Highway #10, owned by BMA Associates.

Reviewed by:

City Administrator
Community Development Director
.City Attorney
Economic Development Consultant

CC: 02/23/99

jo/BMAProperty
