Councilmember adoption: introduced the following resolution and moved for its RESOLUTION #99-02- RESOLUTION AUTHORIZING ACQUISITION OF PROPERTY FOR INDUSTRIAL PARK DEVELOPMENT. WHEREAS, the City of Ramsey (the "City) has previously developed land within the City for industrial development purposes known as industrial parks; WHEREAS, the City's current industrial parks are nearly fully developed with few remaining sites available for development; and WHEREAS, the City has an interest in developing industrial parks in order to attract industrial development by offering managed site control; and WHEREAS, site control allows the City to focus on quality development and manage growth development both of which are competitive advantages in attracting industrial development to the City; and WHEREAS, industrial park development encourages economic development by creating jobs in the City and increases property values; and WHEREAS, industrial park development allows for diversification of property tax dollars which reduces the property tax demand on residential properties; and WHEREAS, it is more difficult for the private sector to develop an industrial park than it is the public sector because of the large holding costs related to this type of development; and WHEREAS, the City continues to receive numerous inquiries about the availability of quality industrial sites within the City; and WHEREAS, the real property described below (the "Subject Property") can feasibly be connected to municipal utilities and has good development characteristics for development as an industrial park; and WHEREAS, the Minnesota State Colleges and Universities Board ("MnSCU") has expressed a strong interest in citing the Anoka-Hennepin Technical College campus within the City (the "Campus Site"); and WHEREAS, by its Resolution 99-02 The city has offered to MnSCU a forty acre site within the City on which to locate its future campus site; and I I I I I I I I I I I I I
