Case #5: Update on Stormwater Planning <br /> <br />Staffpresented a brief summary of the City's significant stormwater studies. The purpose of the <br />case was to develop a scope of work that a new stormwater plan would address. The draft Joint <br />Powers Agreement between the City and the Lower Rum River Water Management Organization <br />(LRRWMO) for obtaining jurisdiction of the selected county ditches was also discussed. The <br />Committee directed modifications to that draft agreement be made before discussing the <br />agreement further with the LRRWMO. <br /> <br />No action is necessary at this time. <br /> <br />Case #6: Consider Septic System Inspection Program <br /> <br />This case was tabled due to time constraints. <br /> <br />Case #7: Update on I53ra/155th Avenue Project <br /> <br />In order for this project to proceed to construction, the following activities would need to occur: <br /> (1) Plans and specifications would need to be updated (they were prepared in 1995); <br /> (2) Four land parcel appraisals would need to be updated; <br /> (3) Eminent domain action would need to be initiated by April 1999. <br />In addition, the Volkman parcel acquisition may need to be reconsidered. The proposed taking <br />does not include the Volkman's homestead, however, the project significantly changes the nature <br />of their parcel and the Volkmans have been strongly opposed to the project in the past. It is <br />Staff's suggestion that conversation be initiated with the Volkmans to determine whether they <br />would prefer to have the entire property acquired in return for relinquishing relocation rights. <br />The Committee recommended that the City Attorney be consulted and involved in such <br />discussions with the Volkmans. <br /> <br />Council Action: <br /> <br />Direct City Attorney to review alternatives for the Volkman acquisition. <br /> <br />Case #8: Consider Planning the Development of Section 28 <br /> <br />This case identified a number of scope-of-work activities that would be associated with the <br />planning of Section 28. Those items are listed in the case. In addition to those items, the scope <br />of work should include alternatives to accommodating the request of Mrs. Millis for access to <br />C.R. #116. Mrs. Millis is the daughter of Mr. Peltzer who donated the eastern half of the C.R. <br />#116 right-of-way. <br /> <br />Council Action: <br /> <br />Direct Staff to prepare a Request for Proposals outlining the scope of work to prepare a plan for <br />Section 28. <br /> <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br /> <br />I <br />I' <br />I <br />i <br />I <br />I <br /> <br /> <br />
