The 1998 rate for <br />contractual inspection services was $18 per hour, according to staff at the City of <br />Andover. Although this proposal requires Social Security and PERA contributions that <br />make the hourly rate slightly higher, the difference is minimal. Ms. Rybak is well <br />acquainted with the inspections staff and processes in Ramsey, which may not be the case <br />with a contractor. Because of the flexibility of the temporary clerical employee, Ms. <br />Rybak can be scheduled according to the need on fairly short notice. Ms. Rybak can gain <br />experience in the field of study she has pursued outside her clerical position without <br />losing her status as a full-time employee entitled to health insurance benefits. If the City <br />contracted with her, she would lose those benefits. This arrangement allows the <br />temporary clerical person to keep up to speed on the operations in Administrative <br />Services so she can fill in effectively in other situations requiring temporary assistance. <br />The City's experience with employees from temporary agencies has not been ef~:~ctive in <br />terms of cost or operations. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember ~mderson to recommend that <br />Council authorize staff to assi~ Colleen Rybak to provide supplemental inzpections <br />services provided for in the 1999 operating budget. <br /> <br />Motion carried. Vcting Yes: Mayor Gamec and Councilmernber ?mderson.
