The department structure changed slightly during 1998. One long-time officer was
promoted to corporal. The corporal's assignment, in addition to regular patrol duties, is to
oversee the cadre of Public Safety Aid volunteers and their activities. The department formed a
ten member Volunteer Public Safety Aide Unit whose members were trained at the Anoka
County Reserve Officer Academy during October and November of 1998. These volunteers are
primarily being utilized to assist in organizing the Neighborhood Watch program, assisting with
youth activities at the elementary school, and other service functions that do not require a
licensed peace officer to perform. During '998, the Public Safety Aide also assisted in
promo9ting citizen participation in National Night Out activities in Ramsey. Twelve
neighborhood gatherings were held throughout the City where issues of crime and general well-
being were discussed among neighbors, the mayor, and council members who attended. An
investigative position that has been filled on a rotation basis was made a permanent assignment
and a half-time investigative position that was to be filled on a rotating basis will continue. The
number of sworn officers remained at 15 (that number includes:the chief, two sergeants, and a
corporal). Two full-time and one part-time support personnel assist them.
The Police Department responded to 7,916 incidents in 1998. This compares to 7,603 in
1996, 7,818 in 1995, 8,198 in 1994 and 7,825 in 1993.
