Anderson <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Finance Officer Diana Lund <br /> <br />CALL TO ORDER <br /> <br />Councilmember Anderson called the regular meeting of the Personnel Committee to <br />order at 6:09 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Authorize Request for Proposals of Human Resources Analysis <br /> <br />City Administrator Norman explained that a comparison of services to staffing levels was <br />discussed at a Council work session. Council directed that staff develop a case <br />requesting proposals from personnel consultants for a human resources analysis of the <br />City organization. The analysis could be requested three different ways. 1) The <br />consultant could do an analysis based on job descriptions and that would cost $3,000 to <br />$5,000. 2) Department Heads and the Management Team could be added and that would <br />amount to about $5,000 to $7,000. 3) A more comprehensive study could be done, <br />however, that is not advisable. The consultant would do everything and then meet with <br />the City Council. This gets to be a lengthy process and would run from $7,500 to <br />$10,000. Staff anticipates a quick study by the consultant. Then involve the Department <br />Heads and Management Team, followed by a meeting with Council without the <br />consultant. This would amount to about $5,000 to $7,000. <br /> <br />Councilmember Anderson stated she would like more information than what we have at <br />present. How do we get new information in terms of other configurations, what are the <br />strengths of staff members, how are other cities configured, what kind of backgrounds do <br />these key players have.
