Mr. Norman explained that determination of the workloads would be discussed with <br />Department Heads and the Management Teams. He noted that one of the areas the City <br />is short of assistance in is the records management area of administration. This area <br />could possibly be contracted or maybe could be a shared position with other cities. He <br />suggested that maybe an assistant to the Finance Officer is needed. He also noted that the <br />intern, Ms. Petrangelo, is presently his assistant and he felt that this position will be made <br />into a regular position. Mr. Norman pointed out that the Community Development <br />Assistant is overloaded so there may be a need for someone else to take care of the code <br />enforcement portion of his job. He thought that the recycling portion of the Community <br />Development Assistant's position could be turned over to the Environmental Specialist. <br /> <br />Mayor Garnet stated he looks at this as being a needs assessment. <br /> <br />Mr. Norman agreed that it would be a combination needs assessment and workload <br />analysis. He would like to keep it limited - and not slip into a $20,000 type of study. He <br />would work with position descriptions, dialog with the Department Heads and the <br />Management Team, draf[ a report for City Council and use that as a basis for discussion. <br /> <br />Mayor Garnet asked why Mr. Norman felt that a consultant is needed. <br /> <br />Mr. Norman replied it is because he cannot devote the amount of time to this issue as it <br />deserves. <br /> <br />Motion by Mayor Gamec and seconded by Councitmember Anderson to recommend <br />Council direct Staff to submit a request for Proposals for a human resources analysis in <br />an amount not to exceed $7,500. <br /> <br />Motion carried. Voting Yes: Mayor Garnet and Councilmember Anderson. Voting No: <br />None. Absent: None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to adjourn the <br />meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamee and Councilmember Anderson.
