COMMITTEE BUSINESS: <br /> <br />Case #3: Receive Update on Pay Equity <br /> <br />Councilmember Haas Steffen asked what brought the City out of compliance. <br /> <br />Former Administrative Services Manager Waite Smith explained that her resignation was <br />included in the report that was submitted but it took the pay equity office 13 months to reply and <br />this determination is based on the report she submitted in January of 1998. <br /> <br />Councilmember Haas Steffen stated her understanding that you can periodically run a payroll <br />software and determine if there is a pay equity problem. <br /> <br />Former Administrative Services Manager Waite Smith stated the City does not own that sof~are <br />package. <br /> <br />Councilmember Haas Steffen suggested the City obtain that software and use it periodically so <br />staff has a good idea whether the City is in conformance. She noted the City thought this issue <br />was resolved 13 months ago and are just now learning it is out of compliance. <br /> <br />Former Administrative Services Manager Waite Smith stated this will have to be retroactive <br />since the notice, which is February of 1999. <br /> <br />Councilmember Haas Steffen suggested the pay equity compliance sof~vvare be run every six <br />months to determine whether a problem exists. She noted that the City has no options regarding <br />th/s matter. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend the Council <br />direct staff to gain pay equity compliance and approve the recommendation, as submitted. <br /> <br />Further discussion: Councilmember Anderson asked if the City has no other options, City <br />Administrator Norman explained the rules of the union is that any time a raise is given, <br />negotiations must be opened with all employees. Because of this, options are limited so the <br />focus is on the non-union positions. Former Administrative Services Manager Waite Smith <br />stated this is also the lowest cost option. Councilmember Anderson asked if there are <br />implications showing it is a low-cost option now but may have a long-term impact of costing <br />more. Former Administrative Services Manager Waite Smith stated the amount of non- <br />compliance is not very much. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson.
