Norman, City Administrator <br /> <br />Background: <br /> <br />Early discussions of a community center took place during a joint meeting between the <br />City Councils of Andover, Anoka, Ramsey and Anoka-Hennepin School District #11 on <br />May 13, 1998. The meeting resulted in a sub-committee being formed to develop a <br />process for further consideration of a collaborative effort to bring about a community <br />center. City managers and mayors representing the three cities met throughout the <br />summer and fall months and a recommendation was made to participate in a feasibility <br />analysis for a tri-city community center. <br /> <br />The study proposed would include a review of market analysis, programming for a <br />community center review, preliminary estimate of capital costs, preliminary estimate of <br />operating expenses and revenues, site recommendations, determination of project market <br />viability, and basic project recommendations. The feasibility study would be coordinated <br />and managed by the BWBR Architects of St. Paul while such items as market analysis <br />and operating costs would be developed by the firm of Ballard*King and Associates of <br />Aurora, Colorado. <br /> <br />Recommendation: <br /> <br />The feasibility study was discussed by the Ramsey Community Center Task Force at <br />their meeting of March 1, 1999. After a lengthy discussion, it was determined that the <br />Community Center Task Force could benefit from the feasibility study, even if the City <br />were to proceed and build a community center for Ramsey residents. The City of <br />Andover has already agreed to participate in the feasibility study and School District #11 <br />has also agreed to participate with the feasibility study. The City of Anoka has budgeted <br />for the study and the City Manager has stated that proceeding with the study would not <br />require Council action.
