KENKO <br /> <br />CONTRACTORS <br /> <br />I February 24, 1999 <br /> <br />I <br />I <br /> <br />Cindy Sherman, Director <br />Community Development <br />City of Ramsey <br />15153 No~hen Boulevard, N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Kenko, Inc. <br /> Subject: <br /> <br />Reference: <br /> <br />Development Agreement with Revised Building Design, <br />Application for an Exception to Ordinance Number 98-13. <br />City of Ramsey Correspondence dated February 19, 1999 <br />City & Kenko unscheduled meeting of February 23, 1999 <br /> <br />Dear Ms. Sherman: <br /> <br /> I write this letter after review of the City's letter regarding the Moratorium Exception and <br />discussion with Mr. Brommer and Mr. Olsen regarding your brief meeting with them yesterday morning. <br /> <br /> As you may know, I am the owner of Kenko, Inc., we are a construction company that completes <br />some 100 million dollars of construction each year. In 1995 we received approval under a Development <br />Agreement to build on our property located in the city of Ramsey's industrial corridor. This development <br />Agreement expired in 1997 due primarily to our corporate commitments on an existing office lease. This <br />lease commitment extended past the two year period allowed for extensions under the Development <br />Agreement and now that same lease has been terminated effective June 1, 1999, which termination has <br />caused Kenko's urgency in requesting an exception under the building moratorium Ordinance. <br /> <br /> I have identified the following issues in reading the City's letter and talking with Mr. Brommer <br />and Mr. Olsen: first, that Kenko make this written application addressing the conditions for an exception <br />under Moratorium Ordinance 98-13, second, that informal discussions have revealed a specific City <br />concern that Kenko connect to sewer & water when these utilities are made available in the future. <br />Generally, let me assure you that we will undergo a substantial hardship should we not be able to build our <br />Ramsey office. This hardship is due in part to a lack of commercial office space in the area and also by the <br />fact that any commitment by Kenko on a new lease would again diminish the value of our Ramsey property <br />as a corporate asset.
