'[Walther- F~-F~EPROP:DOC ,,,,,,,,, , P-age

March 24, 1999

Sean Walther, Community Development Assistant
City of Ramsey
15153 Nowthen Boulevard NW
Ramsey, MN 55303

Re: Proposal for fire station site selection in the City of Ramsey

Dear Scan:

This letter is to serve as a proposal for services in selecting sites for two additional future fire
stations in the City of Ramsey. It is our understanding that the City of Ramsey has identified
what the fire service needs and demands are and that Hoisington Koegler Group is only
completing the site selection portion of this project. The following would generally include our
scope of service for fire station site selection:

SCOPE OF SERVICES

Task I--Data Collection
This task involves collecting pertinent information to be used in selecting appropriate locations.
Much of this data has already been collected and/or will be provided by City staff. This data
would include such things as where volunteers live (and the demand for volunteers), data on fire
insurance ratings and where most calls come from, information on existing fire station,
equipment and services, current response times, and any shared services with neighboring
communities.

Task 2--Determining Key Objectives
A critical step prior to searching for fire station sites, is to identify the key objectives or desired
goals to achieve in siting future stations. (for example a goal could be to service X% of the
community with a response time of X or less minutes.) It is our understanding that the City will
provide critical input to this task.

Task 3--Establishing Criteria
In order to guide the selection process, criteria for site selection must be established. These
criteria should also be prioritized so that multiple sites can be ranked and the City can choose the
most optimal site based on ranking of criteria.

Task 4---~4ccuracy Check
One meeting with City Staff and stakeholders is needed to make sure the goals and criteria are
appropriate to the needs and desires of siting a future fire station in the City of Ramsey. At this
meeting we would intend to agree to move forward with the site selection process.

Task $--GIS Modeling

Site Selection Proposal---City of Ramsey
