Back_m'ound and Project Area <br /> <br />The development pressures within the City of Ramsey have been steadily increasing during the <br />1990's. Section 28 appears to be one location which has great potential to experience rapid <br />development within the next several years, and the City desires to have this development occur <br />in a well-planned manner to serve the greatest public good. The subject area includes an area <br />bounded on the South by the Burlington Northern and Santa Fe Railroad, on the east and west by <br />County Road #56 and County Road #83 respectively, and on the north by the northern section <br />line of Section 28. The study will also need to incorporate impacts an inputs from areas <br />immediately adjacent, particularly the area to the north. The City is currently in the process of <br />revising its Comprehensive Plan and the proposed land uses presented within that plan shall be <br />the basis for this study. <br /> <br />Transportation Element <br /> <br />In the Fall of 1998, a one-mile extension of County Road #116 was constructed through the <br />project area. The City agreed to limit the number of access points along this segment of County <br />Road #116 to six. Attached is a sketch of one potential transportation plan for Section 28. This <br />is only one possible transportation plan for this area. Four alternative plans are suggested for <br />evaluation. Each alternative should address or show: <br /> <br />b) <br />c) <br />d) <br /> <br />e) <br /> <br />g) <br /> <br />h) <br /> <br />The street system clearly identifying connection with public streets in the abutting <br />development. <br />The proposed land use, including storm water ponding areas} open space, and trails. <br />Traffic turn generation based on proposed land uses. <br />Using the distribution models developed, project future full development traffic <br />distributions on future streets, existing county roads, and neighboring residential streets <br />to the north. <br />Address the consistency of each alternative with the City current draft Comprehensive <br />Plan. <br />Address the need for additional accesses onto County Road #I 16, County Road #56, and <br />County Road #83. <br />Prepare a table or listing of the pros and cons, the strengths and weaknesses of each <br />alternative. <br />A special analysis should be made on the potential for providing access to a point 350 <br />feet west of County Road #56 on the South side of County Road #116. Right-of-way was <br />donated by this parcel owner and the City desires some reasonable accommodation with <br />their request for access. <br /> <br />A review of these five alternatives shall be conducted with City staff and the Planning <br />Commission prior to developing the subsequent study elements.
