Conduct an on site study which would include interviews with appropriate <br />Administrative staff, Department Heads and other persons. Interviews with <br />employees will be required to effectively determine work load levels. <br /> <br />3. Review of relevant City documents. <br /> <br />Submit for consideration recommendations for changes in the organizational <br />structure and hierarchy of the City, the rationale for the recommendations and/or <br />suggestions for improved operational effectiveness/efficiency of the existing <br />structure. Make presentations to administrative staff and Personnel Committee. <br /> <br />o <br /> <br />If changes in the existing organizational structure are recommended, LRA will <br />outline suggested promotional processes (if deemed necessary), job descriptions <br />and classifications of personnel. <br /> <br />D. PROJECT TIMETABLE AND ESTIMATED COSTS: <br /> <br />The project is expected to require approximately 9 weeks from initiation to <br />completion with a projected completion date of June 11, 1999. <br /> <br />2. Estimated costs as attached in Appendix A. <br /> <br />E. BIOGRAPHICAL SUMMARIES: <br /> <br />Ann Antonsen <br /> <br />Ann Antonsen, Consultant, received a B.A. degree in Psychofogy from the University of <br />Minnesota. Her responsibilities include development/design of compensation systems <br />under the State pay equity legislation; contract negotiations, mediation and arbitration; <br />grievance arbitration; and handling of complaints under equal employment and <br />Americans with Disabilities legislation. <br /> <br />Judy Skauge <br /> <br />Judy Skauge's human resource experience includes six years as the Personnel Director <br />for the City of Moorhead, personnel manager with a manufacturing company, and <br />training and development coordinator and work management analyst in the health <br />insurance industry. Her present responsibilities include the development of personnel <br />policies and compensation systems and contract negotiation and arbitration. <br /> <br /> <br />
