PC CASE #: 4

COMMENTS AND RECOMMENDATIONS ON CITY ADMINISTRATOR'S
PERFORMANCE APPRAIS ".~
By: Joyce Prnitt Hottinger, Administrative Services Manager
April, 1999

Background:

Five elected officials evaluated City Administrator Jim Norman's performance, using the same
form and rating system. For purposes of comparison, letter ratings were converted to numeric
values and averaged. Thus, E (exceeds expectations)= 2; M (meets expectations)=l; B (below
expectations) =0.

The performance appraisal compilation sheets were sent to the Mayor and Councilmembers
under separate cover with the Council agenda. Ratings were fairly cgnsistent, averaging a
"meets expectations" for each major area of responsibility. Commendations included praise for
the goal setting sessions, creation of the Weekly Update, delegation of work and leadership.

Staff Recommendation:

Provide City Council review of performance results and discussion of their significance.

Committee Action:
Based on discussion.

Reviewed By:

City Administrator

Copies also distributed to:
City Administrator

CC 04/13/99
