Commissioner Johnson noted the City's intent to do a Highway #10 corridor study and
questioned if the City should include some language in the Comprehensive Plan that references
this furore study and the possibility that land uses may change.

Mr. Scheib noted that the transportation element references the need for a Highway #i 0 corridor
study and that the study has several objectives.

The consensus was to indicate on the future land use map that the Highway #10 corridor will be
the subject of a corridor study. Chairperson Anderson summarized that the City will facilitate a
study but the language shouldn't imply that the City will do it or fund it.

Couneilmember Hendriks~n was present and stated his rec, ollection from a previous workshop
was that densities were to be lowered and bonuses offerea to get up to the densities currently
indicated in the draft plan.

Mr. Scheib and Ms. Sherman recalled that the consensus from the last workshop was to change
the density in the rural/urban district only. Chairman Anderson polled the Commissioners and
Wivoda and Dempsey were satisfied with the densities as proposed, Johnson and Kociscak were
interested in discussing further the possibility of guaranteeing a minimum density and providing
an incentive for density bonuses. Commissioner Dempsey initiated a lengthy discussion of
regarding lot sizes, PUD's, and zoning ordinances.

Motion by Chairperson Anderson and seconded by Commissioner Johnson to direct Mr. Scheib
to change the density table to stated "Maximum Density With Bonuses Applied".

Motion carded. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Johnson,
Kociscak, and Wivoda. Voting No: None. Absent: Commissioners Jensen and Nixt.

Commissioner Nixt arrived at 7:32 p.m.

Mr. John Peterson of Oakwood Land Development expressed an opinion that limiting rural
residential building permits to 20 per year will raise lot prices and lower land values for property
owners. This statement was reaffirmed by local landowner, Craig Morris.

Councilmember Hendriksen stated that he though rural development was going to be staged by
geographic boundaries, much like urban growth.

Chairperson Anderson responded that the rational for staging growth in the urban area is
extension of services; that same rational doesn't exist in the rural area because the are no services
to extend.

The Commission requested more information on how a system of l{miting the number of
building permits issued would work and some other alternatives for managing growth in the rural
area.

Planning Commission/February 16, 1999
