I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br />I <br />! <br /> <br />CASE <br /> <br /> REQUEST FOR SITE PLAN REVIEW; CASE OF LIFEFITNESS-PARABODY, <br /> A DMSION OF BRUNSWICK CORPORATION <br /> By: Sylvia Frolik, Zoning Administrator <br />Background: <br /> <br />The City of Ramsey has received a request for sit, plan review and approval from Parabody- <br />Lifefitness for an expansion to the existing facility at 14150 Sunfish Lake Blvd. N.W. The <br />following items are enclosed: <br /> <br />a) Site location map <br />b) 8itc plan <br />c) City Staff Review Letter dated April 1, 1999 <br />d) Draft Planning Commission meeting minutes dated April 6, 1999 <br /> <br />Observations: <br /> <br />The existing Parabody building is 56,648 §quare feet in size and is located on Lot 2~ Block 1 of <br />Gateway North Industrial Park Plat 4. They are proposing a 208,016 square foot addition to the <br />facil.;).., that will extend onto Lot 3 :o the north. To accommodate this expansion, Parabody is <br />also in the process ofreplatting the two lots into 1 lot and one ouflot. The ouflot ia a wetland that <br />will be deeded back to the City. The total size of the existing facility and the expansion is <br />264,664 square feet. Building cove:age is restricted to 35% of 'the lot area, which is 259,182 <br />square feet, excluding the wetland area that is proposed to be deeded to the City. The expansion <br />constitutes a 35.7% lot coverage. City Staff is not recomrrtending a variance precedure for the <br />follo-adng reasons: a) the wetland has not been officially split off from the property at this poir_t <br />in tirae.; b) if the wetland was not deeded back to the City, the proposed expansion would not <br />exceed the 35% lot coverage restriction; c) the building coverage in the area will be maintained <br />at less than 35% because the wetland will be perpetual open space; d) a lot coverage of 35.7% is <br />still in the 35% range and has not progressed to 36%.' The expanded structure complies with ail <br />setback requirements. <br /> <br />The exterior finish on the expansion is proposed to be a combination of painted smooth faced and <br />ribbed concrete panels. The break area appendage on the west side of the building is proposed to <br />be fmished with a combination of corrugated.metal panels and glass. The Planning Commission <br />has determined that the concrete panels are in compliance with City Code. The use of metal <br />panels on the break area will require Council approval. The Planning Commission recommended <br />that Council approve the use of colored metal panels and glass on the break room appendage. <br />The basis for their recommendation is that the south and west walls facing the wetland and other <br />businesses will mostly consist of glass, and the west wall facing north, which is all metal panels, <br />faces their own loading dock. The number of loading berths proposed is in compliance with <br />City Code. <br /> <br /> <br />
