The number of parking spaces provided was a topic of discussion at the Planning Commission level. Per the Commission's direction, Staffhas been working with the applicants to resolve the issue of number of spaces required and number of spaces provided. Staff will make a verbal report at the Council meeting on April 27. In accordance with City Code, all traveled surfaces of the site will be paved with bituminous and finished with B~612 concrete curb. The required landscaped yard is provided adjacent to Sunfish Lake Blvd. N.W. The Staff Review letter suggested that the applicant transplant the red cedar trees fi:om the north half of the site to the area of the storm pond and establish prairie grasses along the Wetland. Due to the significant grading that will be required in the expansion area, the Planning Commission has recommended that the applicant only be required to make a reasonable effort to transplant some of the trees. The lighting plan is acceptable. The site plan needs to be modified to identify the type of construction materials that will be used to screen dumpsters. It should be noted that the grading plan will require importing 56,000 cubic yards of fill to the site. The site plan is subject to the approval of the Lower Rum River Water Management Organization. It is the Applicant's responsibility to arrange for this review. This is proposed to be a tax increment project and the contract will be forwarded to City Council for approval following a review by the Economic Development Authority. Recommendation: The Planning Commission recommends site plan approval of the proposed expansion to the Parabody/Lifefitness facility contingent upon compliance with the City Staff Review Letter dated April 1, 1999, except that the exterior finish is approved as proposed, relocating trees from the north half of the property is not an absolute requirement, and the number of parking spaces provided will comply with 8taft's calculations. Council'Action: Motion to approve thc proposed site plan for the expansion of the Parabody/Lifefitness facility at 14150 Sunfish Lake Blvd. N.W. in accordance with the April 6 recommendations of the Planning Commission.
