Jankowski, PE <br />City Engineer <br /> <br />Regarding: CR 116 Future Planning <br /> <br />Dear Mr. Jankowski: <br /> <br />Based on your letter of March 25, 1999, and the FAX you provided me on April 19, 1999 in <br />regards to a future fiver crossing on the approximate half-section line of Section 29 in the City of <br />Ramsey, we have evaluated the probable fight-of-way needs as it concerns Hy-10 Ramsey <br />Second Addition and probable impacts to the west of that addition. The City currently has a <br />utility and drainage easement across that fight-of-way being 120 feet in total width, 60 feet each <br />side of the centerline. This fight-of-way also appears to line up with the recently completed <br />extension of CR 116 to Armstrong Boulevard. <br /> <br />Assuming that the centerline of your easement and the centerline of the existing easement east of <br />Armstrong Boulevard are on the same alignment, the 120 foot wide corridor across Hy-10 <br />Ramsey Second Addition should be adequate for road purposes. We would suggest, however, <br />that the City acquire an additional 15 feet of drainage and utility easements outside of the 120 <br />foot corridor making a full 150 foot wide corridor available across that development. From the <br />west line ofHy~10 Ramsey Second Addition, the road then would curve to the south and west to <br />the approximate location of Llama Street NW or a little bit to the west of that alignment and <br />proceed in a southerly direction to the Mississippi River. From the information you provided to <br />me, it again appears as though the fiver crossing would be somewhere in the area of the north- <br />south half-section line of Section 29 in the City of Ramsey. This would make it approximately <br />equal distance to the west-end of 142"d Avenue NW as it is now laid out in Alpaca Estates 3rd <br />Addition and Bowers Drive NW as it laid out in Bowers Mississippi Acres Third Addition. As <br />this road proceeds south and west from the west alignment of Hy-10 Ramsey Second Addition, <br />additional right-of-way should be made available due to the widening necessary to bring CR '116 <br />over TH 10 & the BNSF Railroad widening to about 300 feet as you get close to the BNSF <br />Railroad and TH and 169. I assume that the City is interested in a grade-separated interchange at <br />TH 10 and the Burlington Northern Tracks, and that some type of a ramp configuration would be <br />necessary to make access to TH 10 possible. On the aerial photo enclosed a more easterly East <br />fight-of-way line is shown and a more westerly West right-of-way line is shown. Something in <br />between these lines could work. Heading south from TH 10 the right-of-way also ought to be <br />300 feet in width. Ramp configurations for TH 10 at the new crossing would require signal <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
