I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> ADMINISTRATIVE POLICY <br />RECRUITMENT POLICY FOR RECLASSIFIED CITY POSITIONS <br />By: Joyce Pruitt Hottinger, Administrative Services Manager <br /> <br />Background: <br /> <br />On Tuesday, April 14, 1999 the Personnel Committee discussed the concept of an administrative <br />policy to addres3 minimum recruitment procedures when recla~sifying a position from temporary <br />to regular status. In general, the case report and discussion included a caution in utilizing "word- <br />of-mouth" recruitment procedures due to their ~ :~tential to have z. disparate impact On a protected <br />class. With that consideration, Staffproposed to the Committee the following pcScy: <br />· If a formal, external "open" process has been conducted to h~re an employee for a temporary <br /> position, and the temporary employee is the most desirable person based on job <br /> qualifications, then it may be reasonable to promote the temporary employee to the regular <br /> status position. <br /> In the case where a tempor:.~ employee was acquired through a "closed" selection process, <br /> the newly reclassified position would be. subject to an "open" external recruitment process. <br /> <br />This general concept was found amenable to the Committee, with the addition of a disclaimer <br />realizing that some unique situations may arise which necessitate a different recruitment <br />approach. Staff has attempted to address this concern with the disclaimer position of the policy. <br />The policy is not to conflict with the Equal Opportunity and Af£muative Action policies for the <br />City of Ramsey. Instead, it is to serve as general recruitment guidance when situations arise <br />where temporary positions are reclassified to regular status positions. Nothing in the policy <br />precludes the City from providing greater recruitment efforts or from deviating from the general <br />guidelines when unique situations are identified and affirmed by City Council. <br /> <br />Staff Recommendation: <br /> <br />Approve the administrative policy attached on recruitment for reclassified (from temporary to <br />regular status) City positions. <br /> <br />Council Action: <br /> <br />Motion to recommend approval of the attached administrative policy for reclassified (from <br />temporary to regular status) City positions. <br /> <br />Reviewed By: <br />City Administrator <br />Diana Lund, Finance Officer <br />LMC Personnel Department <br />CC 04/27/99 <br /> <br />Copies also distributed to: <br /> <br /> <br />
