We can make that 153rd site work but going farther south <br />reduces the impact of protection. We should try to get as much impact as we can. <br />Councilmember Zimmerman stated that in the next five years, that's where most of the <br />growth will appear. The urban area will not grow that much more. Chief Kapler stated <br />that would be true north or south but cautioned that going further south decreases the <br />ability to cover the area in a shorter time. Councilmember Hendriksen stated that he has <br />heard Chief Kapler say it will be years before the southwest part of the City is built up <br />mid there's anything to protect there. Also, there will be a satellite station. Maybe we <br />should consider the satellite station first and then build th.is second fire station three to <br />four years down the road. Councilmember Haas Steffen wondered if there might be good <br />reason to hear from someone else relating to the site selection that is a bit more objective. <br />She noted that the Fire Chief and Volunteer Fire Fighters have been working on this and <br />it may be difficult to be objective when you are so close to the project. Councilmember <br />Anderson pointed out that there has been conversation about this facility serving other <br />uses. Chief Kapler stated that it's been recommended to be used for a polling place, <br />mnbulance-waiting station, police satellite, and the upstairs could be used for an <br />emergency shelter. It is not recommended that it be looked at as a fire facility only. He <br />believed that the City should no longer develop a building that is for one purpose, it <br />needs to be a multi-purpose building. <br /> <br />Amendment by Councilmember Haas Steffen and seconded by Councilmember <br />Hendriksen to include in the motion that an outside individual be called upon to offer an <br />opinion on the best site for the second fire station. <br /> <br />Amendment carried. Voting Yes: Councilmembers Haas Steffen, Hendriksen, Anderson <br />and Zimmerrnan. Voting No: Mayor Garnet. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen, Hendfiksen, Anderson and <br />Zimmerman. Voting No: Mayor Gamec because he agrees with what's been discussed <br />at the Public Safety Board and what was determined in the study. <br /> <br />Case #2: Review and Adopt 1999 Economic Development Operating Budget <br /> <br />Finance Officer Lund stated that the Economic Development Operating Budget includes <br />a lump-sum expenditure amount under the operating transfers line item. It is intended <br />that this amount will be distributed to appropriate line items during the 1999 year via a <br />budget amendment resolution. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />recommend that Council adopt the resolution adopting the 1999 Economic Development <br />Operating Budget. <br /> <br />Further discussion: It was stated that the EDA does not have the authority to expend any <br />money without approval by the City Council. <br /> <br />Finance Committee/March 23, 1999 <br /> Page 3 of 5 <br /> <br /> <br />
