Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson, Hendriksen and Zimmerman. Voting No: None. Motion by Councilmember Haas Steffen and seconded by Comucilmember Anderson to pay each non-elected member of the EDA a $25 stipend per meeting, and to pay the chair a $30 stipend per meeting. Case #3: Authorize Master Trail Plan Parks/Utilities Boos gave a brief overview of park areas within the City, which includes five community parks. Our neighborhood parks are adequate to serve the area. The trails provide a number of things for the community such as transportation, connection, and recreational. Trails are about 26% complete so there's a great deal of need, but he was not sure how we will pay for them. Mr. Boos referred to a $22,950 line item entitled "Professional Services". He noted the amount being larger than in the previous years but stated that it is intended to address two projects. One of those projects is a golf course feasibility study that will be considered by Council but the more critical project is this master trail plan. With a few exceptions, trail construction has occurred in smaller increments and as part of other development activity - which include residential subdivisions, new road construction, or commercial/industrial development. As these opportunities wane, the City may need to be more aggressive in terms of trail development and funding. Upon inquiry, Mr. Boos resPonded that SRF is the ultimate firm to use for trail planning. By shortening up the time, we could move forward on some grants, for example~. Trott Brook. Councilmember Zimmerman inquired what the chances might be for getting grant monies. City Administrator Norman stated that grant monies are discussed through a task force that meets throughout the summer months. Representative Kathy Tinglestad is on this task force and she's very excited about this project. In answer to Councitmember Zimmerman's questions, Mr. Norman felt the chances are very likely. Councilmember Haas Steffen stated she has a problem with only one vendor. Maybe the only one that will qualify for LCMP,. is the Trott Brook trail. She asked if that could be done separate from other trails. The Planning Commission deleted some things from the Comprehensive Plan and she wondered if there is a way to go forward so this is "in the hopper".
