CASE # <br /> <br />CONSULTANT SELECTION FOR REDEVELOPMENT STUDY <br /> By: Cindy Sherman, Community Development Directo..r..: <br /> <br />Background: <br /> <br />In the 1999 adopted budget, the City Council authorized $25,000 for studies to further ref'me the <br />comprehensive planning process. One area of study that the City has identified is a study <br />regarding the redevelopment potential of underutilized industrial properties. Staff drafted a <br />Request for Proposal (RFP) that the City Council approved on March 23 and the RFP was sent to <br />10 consulting firms. In response to our request the city received proposals from four fn'ms. <br /> <br />Interviews of the four firms were conducted by the Community Development Director, <br />Community Development Assistant and the Zoning Administrator. Each firm was allowed 20-30 <br />minutes for presentation and then we had 5 questions that we asked each group. Based on the <br />interviews and proposal submitted, staff narrowed our focus to two firms, Hoisington-Koegler <br />Group Inc. (HKGi) and McCombs Frank Roos Associates, Inc. (MFRA). The proposals from the <br />two f'mns are different in terms of both process and end results. Each proposal is available for <br />review, a summary follows below. <br /> <br />HKGi proposal <br /> <br />The HKGi team includes landscape architecture, urban planning, financial planning, and <br />economic development/industrial marketing expertise. The team would be utilized in a two- <br />phased study process. The fzrst phase of the study would focus on the establishment of goals and <br />principles, identification of all areas that may be desirable for redevelopment, and identification <br />of key areas to carry forward to phase two. <br /> <br />Phase two is the process in which a physical redevelopment plan is developed for an area or sites <br />within an area that will be identified in phase one. The plan would include land use, street design <br />and layout, utility and infrastructure needs, financial assessment, and funding sources. <br />Additionally, the proposal would include a market analysis or developer/broker panel to provide <br />feedback regarding the direction of industrial development. <br /> <br />Phase two would include a task force of local stakeholders to help shape the plan for <br />redevelopment. The process outlined is a series of workshops to accomplish certain tasks. With <br />the end product consisting of a report that identifies the redevelopment sites in our community <br />(from phase one), a preferred alternative and approach to redevelopment (plan) for one specific <br />area, a budget and a time frame for redevelopment of the site(s). The cost of the study is <br />estimated at $23,300. <br /> <br /> <br />
