I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Staff liked the process outlined in the proposal and the end product that identifies a specific area <br />and plan to redevelop the site. It gets the City to a point of decision on how to proceed with <br />redevelopment. <br /> <br />MFRA proposal <br /> <br />MFRA is a multi-disciplinary firm and they did not propose teaming with anyone else for this <br />project. The MFRA proposal is focused on the identification of sites and the level of <br />contamination, the existing ordinances and changes that may help in clean up/redevelopment, a <br />limited market analysis, infrastructure needs and design guidelines. They did anticipate limited <br />participation of property owners. <br /> <br />The final product would be an action plan for each of the sites identified that outlines the next <br />steps to be taken by the City. The total cost is estimated at $22,000-28,500. <br /> <br />Staff liked the ordinance review part of the proposal and the fact that a Phase I environmental <br />review would be done on 3-4 sites. We also liked the action plan concept for all of the sites <br />identified. <br /> <br />Observations: <br /> <br />Based on review of the proposals and the interviews, the Community Development Department <br />staff prefers the proposal by HKGi. We believe that all of the sites will be identified through <br />their proposal but that a detailed solution or plan for a specific site will be a good tool to <br />concentrate efforts to actually accomplish redevelopment. Additionally, the process they <br />propose was viewed as a real positive because it involves some of the parties that will be <br />impacted by the planning effort. <br /> <br />The approach summary from each proposal is attached for your information. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Council approve hiring Hoisington Koegler Group Inc. to complete <br />the study of redevelopment sites as outlined in their proposal and authorize the City <br />Administrator to enter into an agreement regarding the work to be completed. <br /> <br />Council Action: <br /> <br />Motion to hire Hoisington Koegler Group Inc. to complete the study of redevelopment sites as <br />outlined in the proposal dated April 23, 1999 and authorize the City Administrator to enter into <br />an agreement regarding the work to be completed. <br /> <br />Reviewed by: City Administrator, Zoning Administrator, Community Development Assistant <br />CC: 5/11/99 <br />g:\users\cindy~redevelopmentstudy2 <br /> <br />I <br /> <br /> <br />
