N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Jim: <br /> <br />Based on our recent discussions, Springsted has developed three separate proposals that <br />define work plans for a fiscal impact study, an update of the 1998 Springsted report on the City's <br />existing TIF districts, and the first phase of a user fee study. Initial work plans for each of the <br />proposed studies are enclosed for your review. <br /> <br />The objectives of these studies are as follows: <br /> <br />1. The fiscal impact study will provide the City with a tool to plan for future operating and <br /> capital needs. The study can be updated from time to time as development occurs and <br /> planning projections are revised. <br /> <br />2. The update on the Springsted report on existing TIF districts will help the City assess <br /> the financial position of its existing TIF districts and develop forecasts for hypothetical <br /> districts that may be under consideration. <br /> <br />3. The first phase of the user fee study will determine the potential for increasing City fees <br /> and charges. The first phase of the study takes a comparative approach to examine the <br /> City's schedule for fees and charges relative to the fees and charges of other metropolitan <br /> communities. The results of the initial phase will help the City decide if it should proceed <br /> with the second phase of the study in which services are fully costed to identify appropriate <br /> fee levels. <br /> <br />Each of these studies can stand alone, so the City can decide to proceed with whatever <br />combination best serves its needs. If the information produced from these studies is needed for <br />the City's 2000 budget process, it will be important for us to begin work as soon as possible to <br />meet that deadline. <br /> <br />Feel free to call 'me at (651) 223-3025 if you have any questions.
