I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I$ <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I$ <br /> I <br /> I <br /> <br />FISCAL IMPACT STUDY FOR THE CITY OF RAMSEY <br /> <br />Objectives <br /> <br />The objective of this study is to provide the City of Ramsey with a tool that can.,..be used to plan <br />for future operating and capital needs. The fiscal impact study will: <br /> <br />1. Determine the property tax revenues and operating and capital' costs associated with <br /> growth that is projected to take place in the City of Ramsey through' 2005, and <br /> <br />2. Identify the resulting fiscal impact on the City's general fund as measured by the change <br /> in tax rate on a residential market value basis and on a per capita basis. <br /> <br />Work Plan <br /> <br />Meet with City representatives to identify planning and financial assumptions to be used in the <br />study. <br /> <br />Collect and review data provided by the City, including, but not limited to: <br /> <br /> 1. Capital improvement projects and funding sources through the year 2005, including cost <br /> estimates for streets, sanitary and storm sewer, water, parks, public buildings, major <br /> equipment purchase, and other major improvements; <br /> <br /> 2. Operating expenses and revenues for the past five years needed to analyze trends; <br /> <br /> 3. Any long-range financial projections that may exist; <br /> <br /> 4. Information on the City's tax increment finance districts projecting the year the districts <br /> will be decertified and the value of property that will be returned to the tax rolls; <br /> <br /> 5. Growth projections and other information related to the City's Comprehensive Plan; and <br /> <br /> 6. Other pertinent information, including the City's most recent Comprehensive Annual <br /> Financial Report, its special assessment policy, and park dedication requirements. <br /> <br />Meet with City representatives to verify planning and financial assumptions to be used in the <br />study and to discuss any modifications that may be warranted. <br /> <br />Analyze data and prepare draft report for review and comment by the City's representatives. <br /> <br />Outcomes <br /> <br />Produce a final report that will indicate the property tax revenues and operating and capital <br />costs associated with growth that is projected to take place in the City of Ramsey through 2005. <br />it will also identify the resulting fiscal impact on the City's general fund as measured by the <br />change in tax rate on a residential market value basis and on a per capita basis. <br /> <br />Present the final study. <br /> <br />Deliver ten copies of the final report <br /> <br /> <br />
