The lots are proposed to receive public access from the extension of a cul-de-sac east off of Andrie Street. The cul-de-sac length is approximately 1,000 feet and a variance to the 600 foot maximum cul-de-sac length was also granted by the Board of Adjustmen~t. on May 4. The variance was granted based on the fact that the subject area is basically a peninsula of developable property not wide enough to accommodate a looped road system through the area. Additionally, the preliminary plat proposes to name the street Itasca Point Road, which is a deviation from the City's grid system and requires Council approval. In accordance with the Northfork Park Dedication Agreement dated May 9, 1989, park dedication for this portion of the P.U.D. has been previously satisfied with land dedication. The Grading and Drainage Plan has been reviewed by the City Engineer and he has recommended a modification consisting of an elongated sedimentation basin on the common property lines of Lots 6 and 7. The developer is modifying the Plan accordingly. A Tree Preservation and Planting Plan also needs to be provided. The Planning Commission conducted the Preliminary plat public hearing on April 6. No verbal or written comments were submitted. The Commission tabled action on the preliminary plat until May 4, after the Board of Adjustment takes action on the variance requests. All variances were approved. Recommendation: The Planning Commission and City Staff recommend approval of the preliminary plat contingent upon compliance with the City Staff Review Letter dated March 31, 1999. The naming of the street will be based on Council discussion. The City has previously deviated from the City's grid system in Northfork and other plats. Council Action: Motion to grant preliminary plat approval to Northfork Itasca Point contingent upon complianc~ with City Staff Review Letter dated March 31, 1999.
