REQUEST FOR PRELIMINARY PLAT APPROVAL OF NORTHFORK <br /> ITASCA POINT; CASE OF NORTHFORK, INC. <br /> By: Zoning Administrator Sylvia Frolik ' <br /> <br />Background: : <br /> <br />CASE # <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />!0 <br /> I <br /> <br />North Fork, Inc. is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. located on the north side of Lake Itasca. The plat is to be named Northfork Itasca Point <br />and consists of approximately 35 acres proposed to be platted into 7 single family lots and <br />permanent open space to be deeded to the Homeowner's Association in the form of an outlot. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site location map <br />Proposed preliminary plat and road profile <br />City Staff review letter dated March 3 i, 1999 <br />Planning Commission public hearing & meeting minutes dated April 6, 1999 <br />Draft Board of Adjustment meeting minutes dated May 4, 1999 <br />Draft Planning Commission meeting minutes dated May 4, 1999 <br /> <br />Notification: <br /> <br />State Statute requires notification of public hearing to owners of property within 350 feet of the <br />subject property. Staff attempted to notify owners of property within 500 feet of the subject site. <br /> <br />Observations: <br /> <br />This plat is in the shoreland overlay district for Lake Itasca and as such, the lots are required to <br />be at least 80,000 square feet in size and 200 feet wide at the road frontage or building setback <br />line. In addition, the riparian lots or lots adjacent to the lake (4, 5, 6) are also required to be 200 <br />feet wide at the water frontage and provide for a 200 foot structure setback from ordinary high <br />water mark and a septic system setback of 150 feet from ordinary high water mark. <br /> <br />All of the lots meet the shoreland regulations with one exception. Together, all of the lots total <br />more than 1,400 (7 x 200) feet of frontage at the street frontage or building setback lines, but on <br />a lot by lot basis, Lot 5 is shy of the 200' mark. On May 4, the Board of Adjustment granted a <br />variance to the 200 foot width requirement on Lot 5 because there is at least 1,400 feet of road <br />frontage among the 7 lots. <br /> <br />All of the riparian lots were also designed so that the building pad could meet the 200 foot <br />structure setback from ordinary high water mark. However, because the DNR minimum setback <br />from ordinary high water mark is 150 feet and because that setback in this case would require <br />less tree removal and disturbance of existing topography, the developer chose to also seek a <br />variance from Ramsey's current 200 foot requirement. The Board of Adjustment also approved <br />this variance request because_ c..ompliance with DNR's minimum of 150 feet Would be maintained <br />on all 3 of the riParian lots. <br /> <br />7 <br /> <br /> <br />
