Carnivals <br /> <br /> Subdivision 1. Unless the context clearly indicates otherwise, the words, <br />combination of words, terms and phrases as used in Section 7.14 et. seq. shall have the <br />meanings set forth in the subdivision of this Section which follow: <br /> <br /> Amusement Ride- Shall mean a mechanical device that carries or conveys <br />passengers along, around or over a fixed or restricted route or course for the purpose of <br />giving its passengers amusements, pleasure, thrills, or excitement and includes any <br />device, however operated, by which a person occupying a cage, seat or enclosure is <br />caused to be lifted by mechanical means to a distance of six (6) feet or more off the <br />ground where the device is located. <br /> <br /> Carnival- Shall mean an aggregation of attraction, whether shows, acts, games, <br />vending devices or amusement machines, whether conducted under one or more <br />management or independent. Which are temporarily set up with or without an admission <br />fee including, but not limited to, circuses, speed tests, endurance tests, merry-go-round <br />devices and any other attractions or devices which, from the nature of the aggregation, <br />attract attendance of the public for their entertainment and pleasure. <br /> <br />Temporarily- shall mean for a period of less than fourteen (14) days. <br /> <br /> Subd. 2. License Required. No person shall promote, maintain, conduct, <br />or promote a carnival in the City of Ramsey without having first obtained a license to do <br />so from the City. No fraternal, religious, veterans or educational organization, having its <br />principal meeting place or school(s) located within the City of Ramsey shall be required <br />to obtain a license for any carnival held at one of its schools or principal meeting place, if <br />the purpose of said carnival is to raise funds for the benefit of the association or <br />organization, and no amusements rides regulated by Minn. Stat. Chapter 184B will be <br />used at the carnival. <br /> <br /> Subd. 3. Application. Application for such license shall be made on forms <br />prescribed by the City and available at City Hall. The applicant shall provide the names <br />of the owners of the carnival, the names of all persons having concessions therewith, a <br /> <br /> <br />
