I <br />i° <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I$ <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE g <br /> <br /> CR #116 CORRIDOR STUDY <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Late in 1998, the City had requested that Anoka County consider a project on CR/ti 16 between <br />TH g47 and CR g56 (Sunfish Lake Boulevard). Subsequently, the City was advised that such a <br />project would be best facilitated by first performing a corridor study, in order to devise both a <br />construction and access management plan for the entire corridor which has been identified by the <br />County to nm fi.om CSAH #7 to TH gl0. The cost of this study was originally estimated to be <br />about $30,000, but after defining the work elements it is felt that a budget at between $40,000 to <br />$50,000 may be a more conservative estimate. Originally the cost of the study was proposed to <br />be funded 50% by the County and 50% by the City of Ramsey and City of Anoka. Attached is a <br />draft Joint Powers Agreement (J-PA) prepared by Anoka County along with a draft of the <br />Request for Proposal which outlines the scope of the work. The JPA forwarded to us by the <br />County had no proposed cost distribution between Ramsey and Anoka, however, based upon the <br />proportional distance of centerline in each con'anunity, a 35%/15% split for Rarnsey and Anoka <br />would be justified. <br /> <br />Recommendation: <br /> <br />Staff recommends the City enter into the draft J-PA with the City of Anoka and the County for <br />the preparation ora CR gl 16 corridor study in an amount not to exceed $17,500 which would be <br />funded through Tax Increment Financing (TIF). <br /> <br />Committee Action: <br /> <br />Motion to recommend to the City Council that they authorize entering into a Joint Powers <br />Agreement with the City of Anoka and Anoka County, to prepare a corridor study for CR gl 16, <br />and that an amount, not to exceed $17,500.00, be allocated fi-om Tax Increment Financing to <br />finance the City's share of the study. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />Director of Public Works <br />Finance Officer <br />City Attorney <br /> <br />PW: 05/I8/99 <br /> <br />Iltb4_FSllVOLlluserslCity Shared FilelCOUAtCI£C3CRI16 5-18-99.doc 05/13/99 <br /> <br /> <br />
