Presentation <br /> <br />Zoning Administrator Frolik explained that Section 8.01 of Chapter 8 of the City Code calls out <br />which version of the State Building Code is being administered and enforced by a number and/or <br />date. Each time the State adopts a new version, our Code has to be amended to reference the <br />correct version. Building Official Huff requested Staff initiate an ordinance to amend the Building <br />and Housing section of City Code. The amendment proposes to reference the version of the <br />Building Code to be enforced as simply the State's "current" version rather than by a specific <br />number or date. This way the City Code is in perpetual compliance with the State's Building <br />Code, and the need to amend City Code for each new State version of the Building Code is <br />eliminated. <br /> <br />Zoning Administrator Frolik indicated language in Section 8.01 also requires persons to complete <br />the exteriors of buildings within one year of construction commencement. Building Official Huff <br />suggested that language is not pertinent to the Building Code and is more appropriately located in <br />Chapter 9, Zoning and Subdivision of Land, under General Requirements. <br /> <br />Citizen Input <br />None. <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Johnson, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Nixt, Dempsey, <br />Jensen, and Kociscak. Voting No: None. Absent: Commissioner Wivoda. <br /> <br />The public hearing closed at 7:50 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />7:50 p.m. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Johnson, to recommend that City <br />Council adopt an ordinance to amend Section 8.01 of the Ramsey City Code to reference the <br />State's 'current' building code. <br /> <br />Further Discussion: Commissioner Dempsey requested Staff review the Penalty clause; it appears <br />the sentence should start with "any," not "and/or." <br /> <br />Commissioner Johnson requested the City Attorney review if the City ordinance would be <br />effective if it is delegated to the Administration Department.
