Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />8:48 p.m. <br /> <br />This plat is in the shoreland overlay district for Lake Itasca and as such, the lots are required to be <br />at least 80,000 square feet in' size and 200 feet wide at the road frontage or building setback line. <br />In addition, the riparian lots or lots adjacent to the lake (4, 5 and 6) are also required to be 200 <br />feet wide at the water frontage and provide for a 200 foot structure setback from ordinary high <br />water mark and a septic system setback of 150 feet fi.om ordinary high water mark. All of the lots <br />meet the shoreland regulations with one exception. Together, all of the lots total more than 1,400 <br />feet of frontage at the street frontage or building setback lines, but on a lot by lot basis, Lot 5 is <br />shy of the 200 foot lot width mark. A variance will be required and is being scheduled for the <br />May Board of Adjustment. <br /> <br />Zoning Administrator Frolik stated park dedication for this portion of the P.U.D. has been <br />previously satisfied with land dedication. She indicated the lots are proposed to receive public <br />access form the extension of a cul-de-sac west off of Andrie Street. The cul-de-sac length is <br />approximately 1,000 feet and a variance 'to the 600 foot maximum dead-end street length is <br />required and is being scheduled for the May Board of Adjustment. The preliminary plat proposes <br />to name the street Itasca Point Road, which is a deviation from the City's grid system and requires <br />Council approval. <br /> <br />City Engineer Jankowski stated the Grading and Drainage Plan has been reviewed and he <br />recommended a modification consisting of an elongated sedimentation basin on the common <br />property lines of Lots 6 and 7. He indicated the sediment pond would need to be cleaned <br />occasionally and stated preference that it be located near the front property line for easier access. <br />A compromise was made between the City and the developer to require a large diameter manhole <br />be placed before the discharge enters the pond. This would' allow an opportunity to remove <br />larger particles and remove the need to clean the pond. Additionally, he asked that the developer <br />be responsible to maintain the sediment pond and manhole during development, as most sediment <br />during that time is generated fi.om the developer. He stated a 30 foot easement would be included <br />in the plat for the sediment pond. <br /> <br />Commissioner Johnson stated concern regarding the necessity of two variances. Dennis Peck, <br />Northfork Developer, explained the standard house pad for the City must be 200 feet off the <br />normal high water mark from Lake Itasca. The DNR ordinance states 150 feet is required. He <br />stated the DNR is comfortable with the 150 foot distance and indicated Staff stated support of the <br />request. He said Lots 4 and 5 would be able to build closer to the normal walkout grades and <br />more trees could be saved on the lots. In terms of the cul-de-sac length, he indicated seven lots <br />would be located there. He indicated having no problem if the Planning Commission were to <br />postpone prelim/nary plat approval until May, 1999 in order to deal with the variance issues. <br /> <br />Chairperson Anderson inquired if there have been previous problems with flooding on Lake <br />Itasca.
