Public Works Director/Fire Chief Dean Kapler has researched the necessary turning radius for
larger emergency vehicles and has determined that 75 feet minimum, preferably 80 feet, is
desirable. Dennis Peck, Project Manager for North Fork, has indicated to City Staff that if the
radius is increased to 75 feet, their intention is to design the cul-de-sac bulb with a landscaped
center island to soften the visual impact of the large spread of blacktop resulting from the
increase to radius. This design was also used on Andrie Court in Northfork Itasca Shores. The
landscaped center island is platted as an outlot and also deeded to the Homeowners Association.

Deviation from the street name grid pattern has occurred on several occasions in the North Fork
P.U.D. Upon inquiry at those times, City Staff was informed by 911 Staffthat deviation is not a
significant problem as long as the plat address map calls attention to the deviation. Public Works
Director Kapler noted that adhering to the grid pattern in this case and using 159th Lane is not
deviating from Northfork's current system; they have used 164th Lane, 162na Lane, 160th Lane,
159th Court, 159th Circle, and 160th Court. The street name deviation from 159th Avenue to
Itasca Point Road is a Council decision.

Recommendation:

The Planning Commission and City Staff recommend approval of the preliminary plat contingent
upon compliance with the City Staff Review Letter dated March 31, 1999.

Council Action:

Motion to grant preliminary plat approval to Northfork Itasca Point contingent upon compliance
with City Staff Review Letter dated March 31, 1999.

Review Checklist:

City Engineer
Parks & Utilities Supervisor
Community Development Director
Community Development Assistant

CC: 06/08/99
